世大運頒發賀電遭搶奪滋擾　體育署發出六點聲明

針對日前台灣代表團在頒獎典禮現場頒發部長賀電，引發中國隊抗議，企圖爭搶賀電，並無理要求離開場館，不得在館內僅行相關儀式，體育署剛剛發出6點聲明，強調「未違反FISU相關規範」，並呼籲「不應遭刻意政治化解讀」，同時也對中國代表隊相關人員無理企圖搶奪物品行為表達遺憾。

以下是聲明中英文全文：

針對中國代表團於萊茵魯爾舉辦的第32屆夏季世界大學運動會（XXXII Summer World University Games）期間，對我國教育部長所致賀電，使用「中華民國」及「教育部長」等文字提出抗議，並指控是違反「奧會模式」與國際大學運動總會（FISU）儀軌規定一事，教育部體育署特此聲明如下：

一、賀電內容屬我國教育部對選手的祝賀與肯定，非屬官方賽會儀節，其用語是依我國憲政體制及事實所擬，完全不涉政治操作，亦未違反FISU相關規範。

二、「中華民國」為我國正式國號，「教育部長」為合法職銜，在非官方賽會頒獎程序中使用，是基於尊重本國制度與選手榮耀，為代表團內部事務，不應遭刻意政治化解讀。即使運動賽會採取奧會模式，也不能擴及非官方活動，尤其是代表團內部事項。

三、中國代表團於頒獎後干擾賀電頒發、搶奪物品之行為，已違反運動精神與國際禮儀，嚴重損害選手尊嚴，也不利於國際體育交流的和諧。

四、教育部體育署呼籲中國方面尊重運動場域的純粹性與各國制度的差異，勿將政治立場強加於國際體育活動，以共同維護世大運公平、尊重與友誼的核心價值。

五、中國政府自1981年洛桑協議之後，即不斷片面擴張奧會模式範圍，試圖透過掠奪式經濟勒索，以洗腦民主國家及國際組織成員，甚至將奧會模式擴及非體育賽事，一再損害我國在國際社會參與相關組織及活動的權益與尊嚴。此次世大運，中國又更進一步無理要求我方禁喊台灣加油並干預我方內部作業。

六、我方將持續與FISU保持溝通，並確保我國選手在國際賽事中享有平等、尊嚴與應有待遇，不受任何政治干預或打壓。

體育署再次感謝各界對我國選手的支持與鼓勵，並期盼國際社會共同守護體育運動的自由與尊嚴。
Official Statement by the Chinese Taipei Delegation Regarding the Congratulatory Message Controversy at the FISU World University Games
In response to the protest lodged by the Chinese delegation during the 2025 FISU World University Games in the Rhine-Ruhr region, objecting to the congratulatory message issued by the Minister of Education of the Republic of China (Taiwan), which included references to “Republic of China” and “Minister of Education,” and alleging violations of the “Olympic model” and FISU protocol, the Chinese Taipei delegation hereby issues the following statement:
1. The congratulatory message in question was an expression of appreciation and encouragement from the Ministry of Education of the Republic of China (Taiwan) to our student-athletes. It was not part of any official ceremony/protocol of the Games. The terminology used reflects the constitutional framework and factual reality of our government and bears no political intent. It does not contravene any FISU regulations.
2. “Republic of China” is the official name of our country, and “Minister of Education” is a legitimate governmental title. The use of these terms in a non-official award context is a matter of internal delegation affairs, grounded in respect for our national institutions and the achievements of our athletes. Such usage should not be subject to politicized interpretation. Even under the Olympic model, its application does not extend to non-official activities, particularly those internal to a delegation.
3. The actions taken by the Chinese delegation—interfering with the presentation of the congratulatory message and forcibly seizing materials—constitute a breach of sportsmanship and international decorum. These acts have seriously undermined the dignity of our athletes and disrupted the spirit of harmony in international sports exchanges.
4. We urge the Chinese side to respect the integrity of the sporting arena and the diversity of national systems. Political agendas should not be imposed upon international sporting events. We call for the collective safeguarding of one of the core values of the Universiade: mutual respect
5. Since the 1981 Lausanne Agreement, the Chinese government has persistently sought to unilaterally expand the scope of the Olympic model, employing coercive economic tactics to influence democratic nations and members of international organizations. This expansion has extended beyond sports into unrelated international events, repeatedly infringing upon Taiwan’s rights and dignity in global participation. At this Universiade, the Chinese side further escalated its interference by attempting to prohibit the use of the phrase “Go Taiwan” and by meddling in our internal delegation affairs.
6. The Chinese Taipei delegation will continue to engage in constructive communication with FISU to ensure that our athletes are treated with equality, dignity, and respect in all international sporting events, free from political interference or suppression.
We extend our sincere gratitude to all who have supported our athletes and reaffirm our commitment to upholding the freedom and dignity of sport within the international community.
